$465,000 in Improvements Proposed for Atwater Park
New gathering spaces, expanded bicycle parking, beach amenities and bluff restoration could be coming to one of the North Shore's most popular lakefront parks.
One of the Milwaukee North Shore's most beloved lakefront destinations could be getting a makeover.
The Village of Shorewood has outlined $464,625 in proposed improvements to Atwater Park, including new public gathering spaces, expanded bicycle parking, drinking-water facilities and restoration of the park's Lake Michigan bluff.
The improvements are part of a broader community fundraising initiative called #HeartShorewood, which encourages residents, businesses and community organizations to help support local parks and public spaces.
The proposal was included in materials for the Shorewood Village Board's October 19, 2026, meeting. The projects have not been confirmed as fully funded or approved for construction.
New Look for One of Shorewood's Favorite Parks
Located at 4000 N. Lake Drive, Atwater Park is one of the area's most recognizable outdoor destinations.
The five-acre bluff-top park features sweeping Lake Michigan views, open green space, a playground, public art and access to approximately 800 feet of sandy shoreline.
Families can reach the beach using a paved switchback path or the park's long stairway, making it a popular destination for swimming, picnics, lakefront walks and sunset views.
We've previously featured Atwater in our guide to the best beaches on Milwaukee's North Shore and our complete North Shore parks guide.
Now, village leaders are exploring improvements that could make the park even more inviting for visitors while helping preserve its natural environment.
What's Being Proposed for Atwater Park?
The preliminary improvement list includes several projects focused on recreation, accessibility, environmental restoration and visitor comfort.
New Gathering Spaces and Amphitheater-Style Seating
One of the more noticeable changes could be new public gathering structures and amphitheater-style seating.
These additions could create more places for families to relax, enjoy Lake Michigan views and gather for community activities.
Atwater Park already hosts seasonal events and celebrations, and more flexible seating could help support its role as a neighborhood gathering place.
Bluff Restoration and Native Landscaping
Shorewood is also proposing investments in native landscaping and bluff restoration.
The improvements would support the park's natural setting and could help stabilize sensitive portions of the Lake Michigan shoreline.
Preserving Atwater's natural beauty has long been a community priority. We've previously explored how Shorewood works to keep Atwater Beach clean and protect the park's shoreline.
Native vegetation can help reduce erosion, support pollinators and improve habitat while maintaining the scenic character that makes Atwater such a popular destination.
Expanded Bicycle Parking
Atwater is a natural destination for families exploring Shorewood by bicycle.
The proposal includes $10,000 for expanded bicycle parking and related improvements.
An earlier park circulation plan identified three existing bicycle racks and proposed increasing that number to 18.
Additional parking could make it easier for visitors to bike to the park rather than drive, particularly during busy summer weekends.
Foot-Washing Stations and Drinking Water
Anyone who has spent an afternoon at Atwater Beach knows that sand has a way of coming home with you.
The village is considering new foot-washing and drinking-water facilities that could make summer beach visits more comfortable.
These amenities would be especially convenient for families with young children, beachgoers and people arriving at the park on foot or by bicycle.
Updated Park Signs
Proposed entrance and interpretive signage could help visitors navigate the park and learn more about its history and natural surroundings.
Updated signage could also provide opportunities to highlight Atwater's unique lakefront environment.
Public Art Relocation
The improvement list includes $2,000 for relocating public artwork within the park.
Atwater is home to notable public art, including Jaume Plensa's Spillover II sculpture.
The documents reviewed do not establish which artwork would be moved or where it would be relocated.
Breaking Down the Proposed Investment
The preliminary funding proposal identifies the following projects and estimated costs:
Proposed ImprovementEstimated CostPublic gathering structures and seating$88,525Native landscaping and bluff restoration$68,600Bicycle racks and parking improvements$10,000Foot-washing and drinking-water facilities$12,000Entrance and interpretive signage$10,000Public art relocation$2,000Additional costs identified as General Fund$273,500Total$464,625
The village also identified an additional $30,000 wish list, including possible pathway lighting, seasonal decorations and a Bublr bike-sharing station.
These figures are preliminary estimates rather than final construction bids.
The funding arrangement also requires clarification. Although the proposal identifies $464,625 in total costs, $273,500 is categorized as General Fund spending. It remains unclear how much of the overall proposal would ultimately be paid for through private donations versus municipal funding.
What Is #HeartShorewood?
The proposed improvements are connected to Shorewood's growing efforts to encourage community contributions toward public spaces.
Through #HeartShorewood, residents and community organizations can support amenities and improvements that help make Shorewood a more welcoming place to live and visit.
The village already offers opportunities for residents to contribute toward park amenities, including benches at Atwater Park and Hubbard Park.
For example, Shorewood currently lists an Atwater Park bench donation at $5,000, with an option to contribute a smaller amount toward a bench.
Interested residents can learn more through the village's official park bench donation form.
The village also offers a general donation process for proposed contributions to public spaces.
What's Next for Atwater Park?
The proposed improvements were included in materials for the October 19 Village Board meeting.
The park projects draw on recommendations from Shorewood's earlier Atwater Park Site Circulation Plan and Comprehensive Outdoor Recreation Plan.
However, the preliminary funding list does not establish a final construction schedule, approved designs or commitments to complete every project.
Village officials will still need to clarify funding, prioritize projects and secure updated cost estimates.
Residents interested in following the proposal can review the Village of Shorewood's official Village Board agendas and meeting materials.
A Better Atwater Park for Future Generations?
Atwater Park already offers something special: a scenic bluff-top gathering space, a sandy Lake Michigan beach and one of the best views on Milwaukee's North Shore.
The proposed improvements could build on those strengths by providing better bicycle facilities, more places to gather, additional beach amenities and investments in the surrounding natural landscape.
For families who enjoy picnicking, playing, swimming or simply watching the waves, the plans offer an early look at what the next chapter of Atwater Park might include.
