Shorewood Considers Expanded Atwater Swimming Area

Atwater Beach could get a larger designated swimming area next summer.

Inside Shorewood’s proposed 2027 budget is a notable increase in funding for Atwater Beach lifeguards — along with a short explanation: “Expanded Swim area + 1 time costs for equipment.”

The proposed budget would increase Atwater Beach lifeguard spending from about $31,200 in the 2026 adopted budget to $55,786 in 2027, an increase of nearly 79%.

For families who frequent Atwater Beach, that could mean a meaningful change to one of Shorewood’s most popular summer destinations.

What does “expanded swim area” mean?

For now, that part remains unclear.

The budget documents don't include a diagram, dimensions or description of exactly how much larger the swimming area would become. They also don't specify what new equipment would be purchased.

So at this point, it would be premature to say that an expansion is definitely happening.

What the documents do show is that Village staff has incorporated approximately $50,000 for lifeguard services associated with an expanded swim area and one-time equipment costs into its preliminary planning for 2027.

That makes it something worth watching as Shorewood works through its 2027 budget process.

How swimming works at Atwater Beach now

Atwater Beach currently has a designated swimming zone monitored by waterfront-certified lifeguards during scheduled summer hours.

For summer 2026, lifeguards were scheduled from June 27 through Aug. 16, from 11 a.m. to 4 p.m. Monday through Thursday and 11 a.m. to 5 p.m. Friday through Sunday.

Shorewood's current beach rules require swimmers to remain within the swim zone while lifeguards are on duty. The Village says lifeguards are trained to reach emergencies within the designated swimming area within 30 seconds, which is one reason the marked zone matters from a safety standpoint.

Personal watercraft including kayaks, surfboards and paddleboards are not allowed inside that swimming zone.

Why an expansion could matter

Anyone who has visited Atwater on a busy summer weekend knows how popular the beach can become.

Atwater Park includes approximately 800 feet of Lake Michigan shoreline, but only part of that waterfront is designated for supervised swimming.

Expanding the supervised portion could potentially provide swimmers with more room while keeping more activity within the area monitored by lifeguards.

The Village hasn't yet said whether an expanded swim area would mean moving the existing buoy lines farther north or south, expanding farther into Lake Michigan, adding additional guarded sections, or some combination.

Those details will be important.

Lifeguards have returned to Atwater after an uneven history

Shorewood's relationship with lifeguarded swimming at Atwater has changed several times over the past two decades.

Shorewood Recreation stopped providing lifeguards after 2003. From 2004 through 2011, the beach operated without them. Milwaukee County provided lifeguards from 2012 through 2016 before telling Shorewood it could no longer staff the beach because of lifeguard shortages. Shorewood later returned to contracted private lifeguard service.

Today the Village contracts with Lakefront Lifeguard Services for waterfront-certified coverage.

The potential 2027 expansion appears to represent another investment in supervised swimming at the beach.

This isn't final yet

This is currently a proposed 2027 budget item.

Shorewood's Sept. 21 budget materials are part of the Village's budget-development process, not a final authorization of every expenditure. The overall draft General Fund budget was still being discussed by trustees and included a projected deficit that the Village Board would need to address.

So families shouldn't expect the buoy lines to start moving just yet.

But the phrase “Expanded Swim area” appearing in the Village's own budget documents is a strong indication that officials are actively considering it for next summer.
